THE CONCOURSE GROUP ADVISES NAVY AND MARINE CORPS ON LEASE FOR ENERGY SOLUTION IN SAN DIEGO

July 20, 2021

The Concourse Group (Concourse) facilitated the execution of a long-term Enhanced Use Lease agreement between the Naval Facilities Engineering Systems Command (NAVFAC) and developer Bright Canyon Energy (BCE) to provide a full-base energy resilience solution for Marine Corps Recruit Depot (MCRD) San Diego. The lease term extends into 2056 and includes an integrated microgrid solution, consisting of up to 25MW battery storage with up to four-hour duration, and 2.925 MW of backup diesel generators, located on approximately 1.53 acres of land at MCRD.

The Department of the Navy (DoN) will have exclusive access to generated power as a backup in case of an outage of the local electrical grid, securing the installation’s mission readiness when training Marine recruits. BCE will utilize a plot of underutilized land within the MCRD perimeter to construct, operate, and maintain a microgrid system, comprised of battery energy storage, advanced autonomous controls and switchgear, and backup generators.

Josh Baker, Vice President of Concourse’s energy division said, “Concourse is proud to lead the way with innovative solutions that will enhance the long-standing relationship between the DoN and the San Diego community. Our 20+ years of Public-Private Partnership experience, advising on projects valued over $16 billion make us uniquely qualified to serve our government clients with their mission-critical needs.”
MCRD anticipates the project will be underway within the next quarter, with in-kind consideration completion slated for 2024. Between now and 2024, the developer will be working on surveys, permitting, utility interconnection and market offtake. The National Environmental Policy Act process was completed on this project in 2020. The lease will extend into September 2056, ensuring energy resilience to the installation throughout this period.
