SENIOR DIRECTOR- ENERGY & INFRASTRUCTURE

SUMMARY
The Senior Director- Energy & Infrastructure is responsible for the overall productivity of the Energy & Infrastructure team. They will oversee efficiency of a dedicated to energy and infrastructure project advisory and the analysis for a variety of energy, infrastructure, and Enhanced Use Leases (EULs) projects. 
The Senior Director will interface regularly with clients providing coordination, updates and briefing. Must have exemplary communication and Microsoft Office Suite skills. The Director will also work on several real estate-based energy and infrastructure advisory and real property projects providing support for the client and the team and managing overflow tasking. 
They develop climate/resilience strategies, conduct analyses to address complex financial issues and determine financial deal viability; develop vendor selection criteria and evaluates bid submissions using same criteria; contribute to pipeline development, prepares written response to various request for proposals, and develop and deliver presentations for pipeline projects to executive staff, board members, and agency officials.


REQUIRED DEGREE AND EXPERIENCE
Bachelor’s degree in finance, real estate, economics, environmental or climate sciences, energy management, planning, public policy, economics, law or business, or related area.
Minimum of 10 years of relevant work experience, which preferably includes at least three of the following:

  • 4 years’ experience in a managerial role in the areas of Energy/Climate, Infrastructure, Real Estate asset management/ development, third-party financed development.

  • 5 years’ experience in real estate advisory with energy, or infrastructure centered development.

  • Demonstrated project management and/or budget management experience, preferably in a consulting or professional services environment.

  • Experience in proposal development and business capture.

  • 5 years’ experience in financial modeling, property valuation, feasibility studies, and other predictive analyses.

  • 4 years’ experience with third party finance, and public private partnerships.


REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALITIES

  • Candidates must be eligible to work in the United States as a U.S Perm Resident or U.S. Citizen.

  • Demonstrated ability to multi-task, working on and monitoring several projects concurrently.

  • Demonstrated leadership ability, motivating, and monitoring the team progress as well as provide feedback and direction to subordinates.

  • Willingness to learn, demonstrate, and apply better methods of analyzing projects.

  • Demonstrated expertise in Microsoft Office Suite products (Word, Excel, PowerPoint), Microsoft Teams and putting together presentation of information and data.

  • Demonstrated experience in the areas of distributed energy and energy storage projects, climate.


PREFERRED DEGREE AND EXPERIENCE
Preference will be given to candidates that have the below listed degrees or experience in addition to the requirements


Master’s degree in finance, real estate, economics, environmental or climate sciences, energy management, planning, public policy, economics, law or business, or related area.


Project Management Certification (PMP)

  • 2-5 years of direct work experience for the Department of Defense in a real estate advisory centered department or experience in Energy, Real Estate asset management, real estate development, real estate privatization, real property transactions, or energy enhanced use leasing projects.

  • 5 years’ experience working with the Federal Government, DOD, or as a Federal Government consultant.

  • Demonstrated knowledge in Federal real estate transactional policy, procedures, and best practices.

  • Experience related to the strategic planning and execution of infrastructure projects in the areas of water, energy, transportation, or climate. 


DESIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER QUALITIES
Preference will be given to candidates that have the below listed KSAOs in addition to the requirements

  • Demonstrated knowledge of the EUL process from concept to completion.

  • Demonstrated skill in developing and writing Public Sector Request for Proposals (RFPs) and evaluating responses.

  • Strong creative/strategic thinking skills.

  • Demonstrated ability to develop new business in a public sector market.

 

FINANCIAL ANALYST

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Finance, Real Estate, or a related field

  • MBA a plus but not required

  • Demonstrate proficiency with Microsoft Office products

  • Expert proficiency in Excel highly preferred

  • 1-2 years of in Financial Analysis experience preferred

RESPONSIBILITIES:

  • Conducts financial analysis for client's national housing portfolio, including the creation of detailed pro-forma and financial models

  • Assist with ongoing analysis of operations and performance of the existing housing portfolio, including performance vs. pro-forma

  • Construct, manipulate, and continuously modify Excel-based models to calculate returns including IRR, NPV, and cash returns

  • Support the transaction process in order to complete due diligence on targeted transactions, from acquisition to disposition

  • Prepare and review a variety of analysis regarding existing portfolio of properties, including but not limited to budgets, operating statements, appraisals, market surveys and studies

  • Create public-private venture strategies

  • Conduct analyses to address complex financial issues and determine financial deal viability

  • Assist with planning and policy issues

  • Willingness to learn, demonstrate, and apply better methods of analyzing real estate transactions

  • Provides support consistent with all aspects of determining project feasibility.

  • Assist with the design, implementation expansion and continuous improvement of portfolio management

JUNIOR QUANTITATIVE RESEARCH ANALYST / PROGRAM ANALYST

SUMMARY:
The Concourse Group is looking for a skilled analyst with the ability to work in a small team environment to solve problems with various client’s data sets. This position is primarily remote, but candidates must live local as it may require infrequent visits to client locations throughout the National Capital Region. This position requires strong skills in designing, developing, and maintaining very large data models using excel. Candidate will join our highly skilled team to assist with excel based data analysis for client's national housing portfolio, including the creation of detailed large data set models. Attention to detail and advanced excel skills are vital to success in this position. 


SKILLS AND ABILITIES: 

  • Ability to assemble, communicate and present information clearly 

  • Proficiency in manipulating excel based data sets and drawing insights from large data to validate and explain trends and influence decisions

  • Requires the ability to understand customer problems, quickly learn new tools and technologies, and work both independently and as part of a team of developers and functional experts to rapidly deliver customer solutions

EMERGENCY MANAGEMENT RESEARCH ANALYST

OVERVIEW
Our Homeland Security Sector seeks candidates for a Research Analyst position to support projects within the Systems Resilience (SR) and Emergency Management (EM) practice areas. Spanning multi-disciplinary and cross-functional practices, our HS sector develops and applies innovative approaches to analyze emerging threats (including all-hazards preparedness and emerging climate risks), identify needs, drive organizational change, and implement resilience across federal, state, local, tribal, territorial, academic, private sector, and non-governmental organizations. 
Research Analysts have varied analytical, program support, and administrative responsibilities—such as research, qualitative and quantitative analysis, stakeholder engagement support, preparing reports and briefings for senior government officials and the public, and performing administrative duties. Successful candidates will have excellent written and oral communication skills, strong analytical skills, and be comfortable in fast-faced environments. This is an entry-level position – both recent graduates and those with relevant experience are invited to apply.


RESPONSIBILITIES

  • Conduct policy analysis and research on emergency management, homeland security, all-hazards preparedness, climate adaptation, and resilience topics under the direction of a project manager and working in collaboration with other team members.

  • Support research and analysis for a wide range of potential activities and reports, including tabletop exercises, field assessments, technology demonstrations, functional and full-scale exercises, risk assessments, climate resilience, training events, and other high-visibility, complex, and time-sensitive tasks.

  • Support stakeholder outreach, coordination, and communication activities for a variety of homeland security, preparedness, and resilience activities, events, and projects.

  • Support the production of Homeland Security Exercise and Evaluation (HSEEP) exercise documentation, memoranda, briefings, and presentations.

  • Support research, administration, logistics, conduct, and notetaking for meetings and events

  • Collect data and information to prepare reports, assessments, and analytical materials; use qualitative and quantitative analytical techniques to draw conclusions from data.

  • Develop high-quality written communications products in Microsoft Office and PowerPoint.

  • Provide a strong attention to detail and adherence to a formal writing style guide to create consistent and professional reports, assessments, and other written deliverables.

  • Write, edit, and proofread data for use in documents or sections of documents such as manuals, procedures, specifications, special reports, and other deliverables.

  • Develop deep knowledge of preparedness assessments, tools, and systems.

  • Coordinate with stakeholders to collect homeland security and preparedness-related data.


REQUIRED QUALIFICATIONS 

  • Bachelor’s degree from an accredited university, preferably in a national or homeland security, public policy, emergency management, social science, or climate adaptation.

  • Excellent analytical, communication (oral and written), organizational, research, and presentation skills.

  • Strong attention to detail and the ability to self-edit and quality-check all work; ability to review, quality-check, and edit the work of supporting team members.

  • Ability to manage tasks and deadlines across multiple simultaneous projects. 

  • Proficiency in relevant software programs including Word, PowerPoint, and Excel.
