THOMAS SHEA

Co-founder

Thomas Shea is co-founder of The Concourse Group and Concourse Federal Group.  With 26 years of real estate and finance experience, he is an unparalleled leader in P3 projects. He has supported over 60 federal consulting projects while at Concourse. Since co-founding Concourse in 2001, he has provided consulting support on projects totaling over 12,000 housing units and 4 million square feet of office and mixed-use space across 42 states. Mr. Shea manages P3 developments at the program and project levels for housing, utility, energy, and mixed-use projects. Mr. Shea led Redstone Gateway project, a 468-acre, $1B, master-planned, mixed-use P3. He also manages Concourse’s contracts with the US Navy (P3 portfolio consisting of 68,000 units), US Army, MIT Lincoln Laboratory, as well as a multitude of state and local clients including the Alexandria, VA; El Paso, Texas; and Montgomery County, MD. Mr. Shea has a MS in Real Estate from Johns Hopkins, a BA in Economics from Loyola University, and has passed the Series 50 Exam for Registered Municipal Advisors.

WILLIAM SARGIS

Co-founder

Mr. Sargis, co-founder of The Concourse Group and Concourse Federal Group, has more than 30 years of experience in real estate consulting, development, and finance with 15 years of experience consulting on EUL and MHPI military housing privatization projects. His recent experience includes guiding and managing the Air Force’s MHPI and EUL programs for which he provided leadership and management oversight at the executive, program and project level. Prior to founding Concourse, Mr. Sargis worked as a private developer and with a wall street investment firm, where he underwrote over institutional equity, mezzanine and debt financing for all product types including, single and multi-family developments, large PUD and mixed-use developments, land developments, commercial office buildings, and mixed-use.

The Concourse Group is 49% owner of Concourse Federal Group, an SDVOSB management consulting firm that provides support in the planning, designing, outfitting, and operationalizing of federal healthcare facilities.

LAURIE ROBERTS

Chief Operating Officer

Ms. Roberts is a real estate professional with 25 years of experience and a proven track record of protecting and enhancing the assets of her clients. Experience includes managing portfolio performance, developing program metrics, providing project oversight and monitoring activities. Expertise in asset management, strategic planning, leasing, budgeting, financial reporting, accounting, daily operations, client relationships, team development, risk management, and capital upgrades. Ms. Roberts led Project development and negotiation on Navy $1.3 Billion P3, “Broadway” in San Diego.

Sean Callahan

SEAN CALLAHAN

Managing Director

Mr. Callahan has 20 years of real estate development and asset management experience and is adept at structuring, negotiating, executing, and managing large-scale public private partnerships involving the financing and construction of real estate and infrastructure assets.   Prior to joining The Concourse Group, Mr. Callahan led the design, entitlement, permitting, financing, development, operation, and management of master-planned, market-rate, and mixed-use projects with an aggregate value in excess of $1 Billion – including projects that received the Multifamily Executive Grand Award and National Association of Homebuilders Pillars of the Industry Award.  Mr. Callahan also has significant experience developing and implementing portfolio level and asset level business plans focused on meeting specific compliance, revenue growth, expense reduction, and risk management objectives for large, geographically dispersed real estate and infrastructure portfolios.

CHRIS HALEY

Principal - PPV

Mr. Haley has unparalleled capability advising DoD MHPI and DoN P3 initiatives. His deep 20-year experience includes real estate, financial and asset management, P3 alternative business structures, and overseeing long-term operations.  He has led efforts on all aspects of Military Housing Privatization, Enhanced Use Leasing, and other P3 projects for the DoN and other Federal clients. Further, Haley has provided oversight and business advice drafting PILOT Legislation, developing policies, writing template and project specific RFQ/Ps, and negotiating with the development community, local municipalities, and lending institutions.

BRANDEN KIELY

Vice President - Business Development

Mr. Kiely has over 10 years’ experience consulting with Federal, State, Local, and Educational clients. Mr. Kiely’s role at Concourse is providing research, intelligence, policy, and data analysis for P3 clients. Currently, he is assigned as a Project Manager where he has led multiple teams in both the United States and Europe in support of the Department of Defense Real Property Portfolio. His duties have included strategic planning, privatization consulting, and preforming data validation.
