    The federal government utilizes private sector developers to finance, develop, construct, and manage build to suits that that are occupied by a federal agency (tenant).   Concourse provides federal consulting support by drafting the Solicitation for Offers (SFO), analyzing the offeror’s financial strength, reviewing the proposals and assisting with the overall acquisition.   Concourse assists its clients in eliminating awards that do not result in construction of a facility, reducing lump sum payments made by the tenant agent, reducing bid protests, exercising greater due diligence throughout the acquisition process, and increasing private sector interest. Concourse assists the government with preparing and executing its acquisitions in accordance with Federal Acquisition Regulations and agency-specific guidelines.  Support includes initial planning of an acquisition through contract award, evaluation of proposals, financial analysis and evaluation,  milestone/schedule tracking, price and cost estimating, financial status tracking, market assessment, and providing financial analysis reports.



    REAL ESTATE ANALYSIS
    Concourse provides expert real estate advisory support and analysis to provide its clients with the tools and information needed to determine the viability of each particular real estate opportunity. Concourse develops Business Case Analysis (BCA) that address, at a minimum, the following: Property Overview and Description, Development Considerations, Surrounding Use Analysis, Private Sector Interest, Market Overview, Financial Analysis and Development Scenarios, OMB Scoring Considerations, Proforma Development, and Recommendations. Concourse provides a thorough and detailed analysis that will prove or disprove the viability of the proposed project. We will analyze the operational environmental, business, market, and financial components of the various project options. Additionally, the Concourse team will use this analysis to determine the highest and best use.



    ALTERNATIVE ENERGY ANALYSIS
    Analysis at Concourse aims to increase the understanding of the current and future characteristics, roles, and interactions of government, markets, and technologies. The acquired understanding is used to inform technology, benefits, market, policy, and program decisions as energy efficient and renewable energy (RE) technologies advance from concept to commercial application. Concourse is home to a wealth of data and tools that can be linked together to derive knowledge and expand decision-making capabilities. Our platform links energy communities and decision makers such as policymakers, researchers, technology investors, venture capitalists, and market professionals — with valuable energy data, information, analyses, tools, images, maps, and other resources.     Case Study: Alternative Energy Analysis



    Property Disposal
    Concourse was engaged to analyze various disposition strategies for a portfolio of leased assets. Focusing on the largest asset, a 1243 unit housing complex located in Maryland, Concourse provided a thorough and detailed analysis, explored viable and economically advantageous options for implementing the disposition strategy, and developed a business case analysis incorporating the constraints imposed by the owner. Concourse ultimately recommending a business structure to return the property to productive use, save the client from further capital investment, operating expenses, and lease costs by entering into an agreement with the fee simple owner in order allow leasing the property with market rate tenants prior to a sale of the asset. Concourse assisted in negotiations drafting the proposed business structure.
