Thomas Shea
Thomas Shea is a founding principal of Concourse and has more than 20 years experience in federal development, acquisition, leasing and disposition, and project management of large real estate projects. His deep experience working on over $1 billion worth of federal real estate projects in over 30 states has prepared him for federal real estate lease, acquisition, development projects in any market. Prior noteworthy projects include and the Redstone Arsenal Enhanced Use Leasing project, the VA Salt Lake City Enhanced Use Leasing project, and Park City Air Force Value Based Transaction (VBT) lodging development project.
William Sargis
William Sargis is a founding principal of Concourse and has more than 29 years of leadership in development, finance, construction management and marketing of large scale residential, commercial, and retail projects. Prior to founding Concourse, Mr. Sargis worked with a major Wall Street investment bank where he underwrote over $550M in equity, mezzanine and debt financing for all product types including, single and multi-family developments, large PUD and mixed-use developments, land developments, commercial office buildings, retail malls and parking garages. At Concourse, Mr. Sargis is actively working on numerous enhanced use leasing and housing privatization projects. Prior noteworthy projects include Navy Hawaii Housing Privatization, Vandenberg AFB Housing Privatization, and the Redstone Arsenal Enhanced Use Leasing project.
Geoffrey Perkins
Geoffrey Perkins is a principal of Concourse and has more than 26 years of experience in federal contracting, information technology, and complex project management. Geoff is a retired Air Force officer. He has led several multi-million dollar IT projects for both DoD and the private sector before joining Concourse. Geoff is also a graduate of Georgetown University Law Center and is a member of the Virginia and District of Columbia bars. Since becoming a principal in Concourse, he has worked on multiple enhanced-use lease projects for the Veterans Administration and has led the IT services for the Air Force Aid Society.
Ben Dreher
Ben Dreher supports Concourse's work as a subcontractor to the FAA's real estate/ asset management efforts. He possesses strong computer skills to include Archibus, Access, SQL, AutoCAD, and Visio. Mr. Dreher's military awards include the Naval Achievement Medal, Good Conduct Medal, and the National Defense Medal. Mr. Dreher is a member of the National Society of Collegiate Scholars.
Andrea Elson
Ms. Elson has been working in the real estate and finance field for more than 19 years. Her wide-ranging experience includes development, consulting, financial analysis, urban planning and appraisal. Ms. Elson participates in a variety of projects at The Concourse Group, including developing RFPs, evaluating developer responses, and creating financial analysis of complex real estate transactions. Ms. Elson also worked closely with the Navy to negotiate the financial plan for a 1,948 unit Navy housing privatization project and the Army in preparing a Community Development and Management Plan (CDMP) for a 1,583 unit housing privatization project. In addition, Ms. Elson has extensive enhanced use leasing, having worked on the following projects: Snake Creek, Camp Navajo, Aberdeen Proving Ground, Redstone Arsenal and Fort Meade. Ms. Elson also has considerable experience with Tax Increment Financing (TIF) and recently assisted the city of Chicago in modeling its TIF redevelopment obligations under a variety of redevelopment agreements. Ms. Elson received a master of urban planning from the University of Illinois at Urbana-Champaign and a bachelor of business administration from the University of Notre Dame.
Ted Snyder
Mr. Snyder provides valuable financial analysis and development support in his role at Concourse. He develops financial models and economic analyses for real estate privatization projects. Mr. Snyder provided support on the following EUL proposals; Snake Creek, Camp Navajo, Aberdeen Proving Ground, Redstone Arsenal, and Fort Meade. Additionally, Mr. Snyder spent six months on site at Fort Leavenworth Kansas advising a Concourse client on all financial aspects of the Fort Leavenworth CDMP and created a debt RFP and analyzed responses from seven prominent investment banks and financial firms resulting in a commitment to issue $205 million in debt financing for the project. Prior to joining Concourse, Mr. Snyder was employed by a national real estate firm, in Washington, DC where he worked as a member of a team advising the U.S. Army on its initiative to privatize over 70,000 houses on 28 bases across the country. Mr. Snyder graduated summa cum laude from The Wharton School of Finance and Commerce at The University of Pennsylvania, with a Bachelor of Science in Economics, and concentrations in finance and accounting. He is a member of the Urban Land Institute, then National Association of Office and Industrial Properties.
Sarah Kesselring
Ms. Kesselring has been a valuable member of Concourse's team for many years. As the Contract Manager for Concourse, she plays a critical role in ensuring full compliance. She is also engaged in the proposal layout and graphic design for proposals, reports, and documents that are originated from the Concourse team. Ms. Kesselring designed well over 75 submittal covers, company logos, layouts, and many more presentations and the accompanying materials for Concourse clients. Ms. Kesselring arranges site visits, client meetings, and key logistics issues.
